If you bought the latest basic Kindle with a touch screen, try installing the
5.6.1.0.2 firmware update.
If your Kindle is registered with Amazon you should see the following
German-English dictionaries as free downloads after the update when you connect to your Amazon account via Wifi with your Kindle:

(If you have bought a refurbished Kindle 4 Touch model, you'll have to buy a dictionary. There's also a
free one, but it isn't that great.)
If you've already registered your Kindle and installed the latest firmware, you might have to trigger the German dictionary download via:
Digital Contents > Manage Your Contents and Devices > Books > Dictionaries & User Guides > Oxford German - English Dictionary > Deliver
(The dictionary will be automatically downloaded to your Kinde the next time you connect to your Amazon account via Wifi.)
