Google Play Books does not allow you to directly sideload content. full stop. the only way for your own (aka sideloaded) content to show up within Google Play Books is to upload it to Google first, and then download it like any other book.
it might be the same way with Kindle.
this assumes we're talking epub/mobi type formats, and not PDF.
