@TeddyTwice - did you try the System File Checker (repair missing or corrupted system files) (← click)

If that doesn't fix it, try installing the 32bit version, it will install into Program Files (X86), it's OK to leave the 64bit version as is. The 32bit will use the existing configuration data that's already in %APPDATA%\
