I didn't install the SIM card, and it works fine without it. I switched Airplane Mode on before turning on wi-fi. It doesn't nag me about lack of a SIM card that way.
I thought I read somewhere that there were fewer nag screens if the SIM was installed. I didn't try without it. Glad to know it works either way.

ETA - I just checked, there is a SIM error message at startup if it's not installed. So I'm leaving it in. I don't see that it would draw any power from the battery as long as airplane mode is on.
