The HTML TOC (and AFAIK, no other book viewers) makes no use of <Title>.

The HTML TOC uses the NCX 100% to make an 'Inline TOC'

I find the use of author_title_bookid_section type naming to be absurd.

The container (EPUB) is the primary naming. The stuff inside should never become fully detached, so why the need for the full name?
In most cases, the filename is only needed to help the USER keep things in order.
section001 thru n (the default for the bulk rename tool) is enough to get the job done.
