Politicians here (and probably anyone who can pay) team up with the phone company and send broadcast phone messages to all phone numbers with a certain prefix. i.e. number 555-1234, all the 555 prefixes would get a message sent directly to their voice mail. "Did you remember to vote today, do you know the policies of so-and-so politician, blah blah blah..."
This is an annoyance, because I am also unlisted. I phoned and complained to no avail.
They know you live in their riding because you have a certain prefix on your phone number. This has changed recently though, because our numbers are going to be portable. If you move, you get to keep the same number as long as you stay in the same area code, even if you change your phone company.
