My DNS provider lost half of Germany and New Jersey recently. The 'server not found' errors were taking an age to materialise. Blithering idiots tried to blame me.

@elworm - almost no doubt about that.

Take PeterT's hint on board, see if you can track it down to an out-of-action news download site - although I've never seen anything in that regard, which lead to the condition you're experiencing.

Have you checked for any of the conditions mentioned here calibre freezes/crashes [misbehaves] occasionally?

Next time it happens, as well as looking to see which processes are chewing up the network, go to the Task Manager-Processes tab, uncheck Show processes from all users, and KILL off (one by one) other processes that you 'understand' - or look in the tray and exit all the programs that are not 'really' needed - eg clipboard enhancers, weather alerts, download managers etc.
