If you read it again, and in particular section "EVEN MORE IMPORTANT notice regarding FW >= 5.6.0:" you'll see that it refers to package installer, and also that reference is underlined. That's the link to mrpackage installer
Yes it's a zip file you simply have to decompress into kindle user root directory, and doing so you will also get the mrpackages folder created.
