In that case, "Penguin Classics" would be the imprint, not the publisher, I think. Or perhaps even the collection? "Penguin Books Ltd" would be the publisher, and "Penguin Group" the holding, although by saying "Published by the Penguin Group", Penguin itself defines "Penguin Group" as a whole as the publisher, even though technically the Penguin Group owns many publishing houses aside from Penguin Books Ltd.
Yeah, it can be very confusing. I'd go with just "Penguin" and carry on to the next book, which is published by... Hachette. Argh.
