Correctly Identifying Publisher

Hope this is in the right thread - it relates to management insofar as correctly identifying metadata.

Anyway...

Sometimes multiple publishers and locations are listed in sequence in a book. For example:

Is it correct to assume that the first listed is the correct publisher of the current book, in this case, "Penguin Books Ltd"?

Or is it more appropriate to attribute it to "Penguin Group" or even "Penguin Classics"?
