This sounds like good news but I'm unable to read the attachment to fully understand the actuality.

Do French public libraries already have in place ebook lending systems like offered by Overdrive (for example)?

Here in Australia I can borrow ebooks from my local library (remotely) or paper books. There are only a tiny number of ebooks compared to paper books, and that is no doubt due to all sorts of publisher restrictions and pricing issues.
