I think I used that one. I may re-install just to be sure, but I would think the problem is with the C++ library.

Did you try a System File Check : sfc /scannow
Perhaps you should try a download and install of the libraries from MS ==>>
Download Visual C++ Redistributable Packages for Visual Studio 2013 from Official Microsoft Download Center
I discovered yesterday, that the C++ libraries that work for me with Sigil also work with my own C++ code within the context of VS 2013 Community edition that I installed last week, previously they were using the 2008 libraries.
Did you try Doitsu's suggestions in post #2?
