Yes, this has been so since the first version of the kobo start menu. But it is only useful to delay a firmware update for some time, since the Kobo server will refuse to synchronize a device that it is not updated (This however does not concern synchronizing Pocket content.) And if you do not synchronize anyway there is no danger of getting an unwanted update.

If you want to refuse to update and still be able to synchronize with the Kobo serer, have a look a GeoffR's Instructions for patching firmware XXX. GeoffR provides a patch that tricks the server to believe the device does not need an update.

The main purpose of the handle update option is that you can install a firmware update and keep KSM installed at the same time (by choosing: "install partial update").
