I don't believe you have to activate the cellular. You can use it wifi only.

It is an excellent price for a 64 gb Kindle Fire. You do not need a maintenance contract. You can buy an extended warranty from Square Trade if you so desire. But it does come with a 1 year warranty from Amazon.
