Perhaps I had a unusually inaccurate touchscreen, then, but mine was just horrendous. I'd sometimes have to tap the screen a dozen time to get a footnote hyperlink to activate - generally all that would happen is that it would turn the page.

The Kindle supports pop-up footnotes, too. Photograph attached.
