I hardly ever use public library ePubs (almost always pick Kindle format because it's easier) but I believe you have to "add" your device to ADE. Then your Kobo should show up in an ADE panel and you just move the ePub book over to it (kind of like you do in Calibre).

That said, the way Sony did it was really nice. I just borrowed an ePub on my T2 a couple days ago -- no computer needed at all.
