If you need a "real" English-specific Titlecasing function for Titles (as well as Series and Tags), try the add-on/plug-in Quarantine And Scrub. It does not use the pitiful "titlecase" Python function that is generic, but rather one written to comply with the New York Times Manual of Style. It is not "perfect" given how mangled and trashed out a Title can be, but it is certainly far superior to the lousy Python titlecase function.
Q&S conforms to the licensing requirement for the special function via
http://www.opensource.org/licenses/mit-license.php, and all of the licenses are available within the add-on/plug-in .zip file as required.
