They are both showing the same collections, the only difference is one just includes the content on the device [device collections] and one just shows the content of what is in the cloud [cloud collections]. In the device collections you can set them up to show by "starring" them. The cloud view will show you all your collections, the ones marked with stars are the ones you have selected to be seen on the device.

Amazon even added a little explanation on the menu explaining about collections, their text is:

"All your collections are synced to the Cloud.

Tap Cloud in the upper left to see all collections, including those created on other Kindle devices and apps.

Tap On Device to see collections that are on this Kindle.

Tap and hold a collection to add or remove it from this Kindle.

When in Cloud View, collections on this Kindle are marked with a star."
