We have some pretty good security measures in place, but we have yet required new members to contact us personally before joining. It might reduce some of the spam, but we'd need an army of moderators to police it. We get many, many requests every day. In addition, the most problematic spammers at the moment aren't bots, but very persistent humans who don't reuse the same IP or email address twice, and these folks wouldn't hesitate for a moment to lie to us in person.
