I also had problems.
The mistake I made was to swipe from the very bottom or top of the screen - nothing happened.

TO INCREASE BRIGHTNESS
Start in the left margin - just above the bottom margin.

TO DECREASE BRIGHTNESS
Start in the left margin - just below the top margin.

I still find it a little hit and miss.
