On the top of the "manage apps" page, you should see choices - "downloaded" (which is where you start by default), "running", "on sdcard", and "all". You should find Google Services Framework under "All". To see if this fix will work, you need to do the force close and wipe data thing on both Play Store and Google Services Framework. If you find both, try it. If it doesn't work, back to the drawing board!
