I think you need to be signed up with KDP Select, and then you're allowed some number of days per quarter for promotional (i.e. free) pricing.

Alternatively, if your book is also available at (say) Smashwords, change the price at the outlet to zero, and then report your own book to Amazon as being available cheaper elsewhere. Amazon should then price-match it (even to $0).
