Budget cuts at NASA. The JSFC researcher time is covered by base funding but the hardware costs aren't. Normally DARPA would've chipped in but they too are hamstrung. They're not even supporting compact fusion R&D with clear nearterm defense applications.

National R&D efforts have been going to the dogs this decade.

Fortunately the plasma drive was well along before the new regime kicked in. The good news is it is scheduled to be tested on the ISS next year. The bad news is it was scheduled to go up on an Antares rocket.
