This is very common; there are all sorts of books that Baen have once sold that they no longer do: hence my constant litany that you CANNOT rely on a bookstore to keep your books for you - it's your responsibility to download them and keep them safe.

There's lots of books I've bought from Baen over the years that I can no longer download. It's particularly common with books that were sold by Baen, but published by other publishers.

The Baen site specifically states:

We recommend all customers to keep backups of their purchased Ebooks as it is not always possible for us to host Ebooks after their rights are reverted. Further, we cannot always give advance notice when a book’s rights will be reverted.
