Some books, yes. Soon all of them because they are re-declaring Amazon as having a facility here. But right now only if the publisher has a presence in Texas.

I watch the prices partly for buying and partly for posting certain books on the blog (If I know there are certain fans of a series, I watch for prices to go down). BOTH of those books have held their price for at least 2 years. I check almost daily. The day the news came out? Bam! There were a few other books I hadn't tracked as closely, but I think it pushed prices up on a few more that I didn't have in my daily watch.
