When I right-click on a book in the library I get a popup window with Manage collections as one of the options. When I click on it, I get a window titled Category editor. It lists the names of my collections. The only thing I can do is rename them. I can't create a new collection. So I'm going to look at davidfor's suggestion re shelf management.
