Interestingly, I tried to fully uninstall Calibre and reinstall, to try and solve the problem, but it was still finding some setting saved because it wasn't running the start up wizard, knew where my library was, and still had the plug ins I'd installed. I looked in the user app data and deleted that, but must have been saved somewhere else.
Plugins are properly Uninstalled using Preferences: Plugins:find and Select the PI on the llst and then use the button near the bottom
