I don't think it is this. Kobo should be able to handle the downloading of the firmware to everyone who connects.

The delays are too much to account for trying to keep the load off the servers. It usually takes 2-3 weeks for the firmware to become available in Australia. Which is one of the reasons I started the Direct

It's entirely possible that the server load issue was a problem in the distant past, and the staged rollout is just inertia.

Another theory is that the staged rollout uses the early updaters as guinea pigs for any problems that the beta testers didn't find. There have been a number of releases that have been pulled shortly after being rolled out.
