Or a VASTLY SUPERIOR method would be to use Adaptive Design guidelines that tailor the site design and resources to the device being used. Think SquareSpace.
Or this could be the past getting revenge on the future. I remember how many inept idiot website designers there were back in the dial-up days who just could not get their dramatically limited number of inadequate brain cells to understand that a multi-megabyte image is going to take AGES to pull down on a 56Kbps modem. (And make the rendering of the entire page horrible as a result. God, those image container frames were a curse, and when they broke due to a timeout... Lord In Heaven!)
