Don't underestimate your librarians. After all, they regularly purchase content, n'est ce pas? And ADE (and other purveyors of digital services purchased and licensed by libraries) regularly update and offer customer service to librarians. Thus, librarians (at least those assigned to work with digital content) tend to be better-informed as well as have better contacts than we "civilians".
