It depends on who's releasing them and what they feel like doing. Certain publishers/authors have very definite patterns, others don't.
But for KDP Select freebies which are only available from Amazon due to the exclusivity agreement (chances are if you see something in the US/UK is listed as a Kindle Unlimited book, it'll be one of those) those have a time limit of up to 5 free days permitted out of every 90, and the switchover for them is at midnight Pacific Time, rather than the usual 1 AM for publisher promo freebies.
So while it's not exact, you can at least guess at a probable maximum range. And many authors/publishers who do KDP Select tend to repeat their freebies over time.
