Actually the nurse had a low grade fever while on the plane. And as per rules she shouldn't have travelled at all (another black mark on that hospital for not better educating the nurses). I think that hospital was ill prepared for this. It showed by releasing the first patient even though he mentioned being in Liberia. They had too many people caring for Duncan also, instead of using a limited amount of people who are better trained.
I think these cases are better left to hospitals with more experienced staff.
