In my first post I have posted new updates with improved highlighting tool and annotations export in NEO Reader (among other modifications).
@M96user: I could not replicate this problem on many PDFs I tried (except yours) so it seem to be problem of this particular document. I have forwarded this file to our engineers to try to allocate the bug.
