The error you are receiving shows the connection being actively rejected. Since my test shows that wilbor.lib.overdrive.com does respond to requests, the most likely possibility is that it is being blocked by a firewall. I am assuming that you are able to access that library via your web browser on the same PC. If so then the most likely cause is the firewall on your PC being set to block internet access by the calibre program. Are you able to do other internet access from calibre, such as metadata downloads?
There are more potential causes, but it is hard to diagnose them remotely.

Yes... I'm able to download metadata...however in order to do so, I had to set up an environment variable named "HTTP_PROXY" in order to get Calibre to be able to download metadata. (
http://manual.calibre-ebook.com/customize.html).
Another interesting thing, is that if I remove the library card# and branch number, then the Overdrive Plugin is able to get book information from my library with no problem. It only fails when I add the branch number, and the card #.
My internet is down at home... Mediacom tech is coming on Thursday. I'll try to remember to check from there w/o the proxy and see if that works.
