cmake minimum version

I just pulled my Sigil source tree up to the latest git version and re-built. It compiled happily on my Mint 17 machine, once I'd changed the minimum CMake version to 2.8 from 3.0.

As I said it built OK but I guess I wanted to check whether there was a specific reason for the change and whether or not 3.0 features are likely to be needed in the near future.
