Android/IOS software may be written for less powerful machines, but for the vast majority of things that a large percentage of the population does with their computer, 10 year old hardware would work fine, so this really shouldn't be an issue. If you're not doing any serious gaming, possibly video editing, or CAD work, most computers and laptops are way overpowered for what the average user needs IMHO.
So far other than trying to run Bluestacks android emulator on my Win 8 tablet I haven't found anything that choked it. And that could likely be lack of RAM as much as anything.
