I wondered if it is perhaps country specific - many of the titles seemed to pertain to Australia, and so maybe it is specific to the Kobo Australia store. I was too lazy to try that out though - I wasn't all that enamored of either of the books.
P.S. I was shopping in the US store when I tried the two books off the list.

Ah, I see. Yes, they do some country specific sales. You'd think it would say in the rules, but perhaps that's asking too much?
