A Kindle app on a tablet is faster and easier than the kindle. The beauty of cloud collections is the same set of collections appear on all devices and kindle apps, android or apple, so you can create collections on an app and the same collection will appear on your Kindle. The books will be grey'd out if they haven't been downloaded to the kindle, but that's all you'll need to do, download the books .

No, the Kindle Touch was the first one that could NOT.
That is, without the really easy hack that allowed you to run Collections Manager kindlet (for >=K5).
It is all handled by calibre's
[GUI Plugin] Kindle Collections, which works with every Kindle from the Kindle 2 and onward. See the plugin thread for details.
The only difficulty is that as the Voyage has not yet been released, we do not know if a jailbreak will be discovered. Compounding the problem is that Amazon "fixed" the current one on fw>=5.4.5
