Oh, so your TBR is a goalpost?

My TBR is a list of things I am interested in, for perusal and selection when I need a new book.

Things get ranked depending on how interested I am, and if something is not interesting enough to ever make it to the top or receive special attention, then there is no actual harm in having it float around back there.

I will never get to the end of my TBR, and I don't wish to -- that would mean I ran out of books to read.
