Calibre does not populate Published unless the metadata is included in the book/download (can be configured).

Date is the date the (Library) record was first created. This can exist without any formats ('an Empty Book')

AFAIK 0000 has never worked in any Date/timestamp type field.
Try - (minus) to clear
Try = (Equal) for Today
