There is indeed a problem in 2.4 where it decides every book has changed and goes through the process to send the metadata. This is a rather lengthy process. Calibre then discovers that what it is going to send is the same as already there, so it does nothing more.
You can avoid this behavior by reverting to 2.3 or by turning on syncing books.
