Has anyone ever had the experience of not being able to download or open a Kobo book that is in your library?

The reason that I'm asking is that there is a book in my library that I want to read, but it does not have a blue bar on the right, that (all? of) the other books have which says either "Adobe DRM download" or "Download ePub." Clicking on one of them is the way that I've always been able to read a Kobo book before. I've looked for other ways to open the book, to no avail.

One thing that I refuse to do is to contact Kobo's "Customer Care." I had an issue (I wanted to change credit cards from one that I had been using to another one, and their website wasn't letting me) about a month ago that seemed like it would be easy enough to fix and, despite a dozen or more emails going back and forth, they seemed incapable of fixing it. The last email message that I got from them was in Dutch or Norwegian or Icelandic or something (I speak English). I decided to just drop the matter.
