No, Apple claims that the new code signing is backwards compatible. Whether that is true or not, I will have to check.

EDIT: There are apparently two versions of signatures, version 1 and version 2. The new code signing tool in 10.9.5 is supposed to generate both and old versions of OS X are supposed to fallback to version 1.
