I changed my country to UK but when I went to buy it I got a message saying that due to publisher restrictions the book is not available in my region. So I started up TunnelBear (a VPN) and set it to show me as in the UK and tried again, and was able to buy the book with no problem.
So, changing the country in your settings is not always enough. I am assuming this is a new change, as I have never had it happen before.
I dont know if or how this effects coupon code use, but I suspect it may do for those codes issued for specific countries only.

I've tried the Follett book in Aus and NZ and it's a pre-release till 16 Sept in both countries.
I tried another couple of his books in the NZ site and then changed to the UK site and the editions of NZ books aren't sold in the UK. The must have a different publisher there.
My guess is that that accounts for some of the issues you were having....
Anyway, I'm glad you sorted it out via TunnelBear.
