In the past, if I wanted to buy a book not available in my region I would just change my country in my Kobo account settings and everything would work fine.
However tonight I went to buy Ken Follett's new book, which has been released in the UK. I changed my country to UK but when I went to buy it I got a message saying that due to publisher restrictions the book is not available in my region. So I started up TunnelBear (a VPN) and set it to show me as in the UK and tried again, and was able to buy the book with no problem.
So, changing the country in your settings is not always enough. I am assuming this is a new change, as I have never had it happen before.
I dont know if or how this effects coupon code use, but I suspect it may do for those codes issued for specific countries only.

I just switched my country to the UK and I went to buy
Edge of Eternity and I got as far as putting in the coupon code and it worked and I was not told I cannot buy this. I'm not buying it because I want the US version.
