Devil's Prize by Jane Jackson, pirate historical romance (may be closer to a historical drama with romantic elements and not necessarily HEA), originally out from UK publisher Robert Hale in 2008. Jackson has also written Harlequin books, though may not be a dedicated romance writer for all her works. (IIRC, there's been at least two other backlist UK authors who did romances for the romance imprints but straightforward historical dramas for Robert Hale.)
