This happened to me a couple of weeks ago with Paypal. I tried to buy one version of a book that was $6.49 and I go this "unable to process your request" shpiel. When I tried the more expensive $8.99 version, there wasn't any problem. Of course, I cancelled on the Paypal confirmation screen
