You can do either, actually. (I made an edit to my original, confusing last line in my 1st post.) Tasker can respond to events (a trigger) or states (something is happening now, react so long as this continues).

It's not trivial to configure, but a great tool for power users.
If wifi is only on when the reading app is initially loaded my reading position would not sync and be available on a different device. That is the type of sync I wanted. I'm not sure exactly how my preferred reading app syncs except it definitely needed to sync at app exit.

My wifi turned itself off constantly - every time I turned it on it was guaranteed to not remain on even if I was actively using it like searching for an app in Google play. When I found the app I wanted and tapped install it couldn't install because wifi was off.
