That would be one alternative, and certainly use less battery than leaving wifi on 7x24, but you could also use Tasker to do something like turn wifi on for a few minutes any time your reading app is loaded, otherwise leaving it off. Combined with Android's background sync settings, and assuming your app respected those settings, it would allow "bursty" sync whenever reading or on demand rather than continual sync.

That would have meant that it would need to constantly turn it back on since it constantly turned itself off. It also would have been nice for it to remain on while I was in the Google play store, so it would have to constantly turn it back on there too.

I'm understanding that your wifi turned off occasionally (though frequently) when using various apps, not constantly. In any case, it really wouldn't matter since Tasker is very battery efficient and only activates when conditions match, so "constantly" turning wifi back on wouldn't be a big use of battery. Of course, you'd briefly lose wifi when disconnected, but it'd come back quickly.

ETA - I took when an app was loaded to mean while it was in use, not just when initially loaded.

You can do either, actually. (I made an edit to my original, confusing last line in my 1st post.) Tasker can respond to events (a trigger) or states (something is happening now, react so long as this continues).
It's not trivial to configure, but a great tool for power users.
