I understood your suggestion. But if I want to sync my reading position it would need to be on always when I am reading. That would have meant that it would need to constantly turn it back on since it constantly turned itself off. It also would have been nice for it to remain on while I was in the Google play store, so it would have to constantly turn it back on there too.
ETA - I took when an app was loaded to mean while it was in use, not just when initially loaded.
